- Mark Joseph Greenwood of Te Puke, for services to biosecurity. Mr Greenwood has developed a highly respected reputation in the international biosecurity community as an expert in fumigation and through his efforts he has positioned New Zealand as a global leader in this field.

Member of the New Zealand Order of Merit:

- John Kent Escott (Kent) Jarman of Mount Maunganui, for services to surf life saving. Mr Jarman has been involved with Surf Life Saving for 48 years as a competitor, administrator and leader.

- Graham Stewart Young of Mount Maunganui, for services to education. Mr Young was principal of Tauranga Boys' College from 1985 through to 2008 and has since been Educational Leadership and Management Advisor at the University of Waikato.

- Adrienne Fay von Tunzelmann of Tauranga, for services to governance and the community. Ms von Tunzelmann has made significant contributions to governance and management across public and not-for-profit sectors.

- Shane William Beech of Maketu, for services to the New Zealand Fire Service. Mr Beech has been a volunteer fire fighter with the Maketu Fire Brigade since 1990, and has spent the past 10 years as Chief Fire Officer.

- Mark Edwin Bentham of Tauranga, for services to the New Zealand Fire Service. Mr Bentham joined Piopio Volunteer Fire Brigade in 1982 and at 25 years of age was appointed Chief Fire Officer from 1985 to 1995, one of the youngest CFOs in New Zealand at the time.

- Patrick Harry (Pat) Taylor of Tauranga, for services to the community. Mr Taylor has been involved in a wide range of voluntary activities in South Auckland since 1984.
