Niwa senior media adviser Susan Pepperell said the mean daily maximum temperature for October in Tauranga was 19.1C, 1C above average.
The minimum was 10.6C, 0.5C above average.
Te Puke had its second highest October minimum temperature since records began in 1973, at 15.7C on October 20.
Ms Griffiths said October's changeable weather was likely to flow through to November.
"The Tasman Sea is still pretty unsettled, throwing weather our way.
"It was pretty unsettled in October and that flavour is expected to continue into November," she said.
"Temperature wise, it started quite cold this November but we expect a transit to above normal temperature late into the month."
She expected November to be wetter than usual, with a "mild" spout of weather in store for next week.
"There is some barbecue weather, but people in the Bay of Plenty will have to look at the forecast before."
Niwa predicted there was a 55 per cent chance temperatures would be above average in the Bay of Plenty over November, a 40 per cent change of the normal amount of rainfall and a 40 per cent of above normal rainfall.
