He said he was not confident during the election process he would come out on top.
"There were some really good candidates. I knew I had to put my best foot forward."
Mr Webber said the Western Bay constituents voted for him as they wanted change.
"It's not that there is too much criticism of the past, but we just have to step up another level to really perform on the behalf of the rate payers."
Preliminary results, not including special votes, would be available by midday tomorrow.
Final results would be available by Thursday, October 13.
It was anticipated an inaugural meeting of council would take place in November.
