Details of inquiries into the circumstances that lead to 21 Bella Vista homes in The Lakes being evacuated in March have been released.

The scope of an independent investigation into Tauranga City Council's role in the saga will focus primarily on matters relating to defects reported in Bella Vista properties in Lakes Boulevard and Aneta Way, and the reasons the dangerous or affected building notices were issued.

The detail was revealed today in two screenshots the council released from the letter of engagement to the man who will lead the investigation, former high court judge Paul Heath, QC.

The council released the screenshots in response to official information requests for the terms of reference of the investigation.

According to the letter, Heath can look into whether the council did a competent job of managing and monitoring the development process from the subdividing through to issuing of code compliance certificates to properties the council later said were not code compliant.

That could include the council's handling of consent applications and decisions, site monitoring and compliance checks, assessments of the buildings, and inspections.

Heath's investigation has started, and he has been asked to present his findings at a council meeting on June 6.
