Downtown Tauranga did not break any electoral rules in sending an email on behalf of mayoral candidate Tenby Powell to its members, says Tauranga's electoral officer.

But the city's mayor, who in a council meeting on Tuesday raised his concerns that the organisation had a political bias, says Downtown Tauranga's board still needs to decide whether the email showed a conflict of interest.

Downtown Tauranga represents downtown businesses and receives ratepayer money. It contracts its operations to marketing company Tuskany, whose chief executive Sally Cooke is also campaign manager for Powell.
