A man with a crowbar went on a rampage and smashed the front office of the Western Bay of Plenty District Council.
Chief executive Glenn Snelgrove said the 52-year-old man entered the reception area yesterday and smashed front windows and computers - and then waited for police in the carpark.
"He entered the building with a crowbar.
"He smashed 12 windows in the front of the building, five computer terminals, the Eftpos, phones, all of the front desk.
"And then he waited for police to arrive," Mr Snelgrove said.
