He said police wanted to establish whether there was a connection between the incidents and urged anyone who had had a cat go missing in Gonville or Wanganui East to get in touch.
"We would also like to speak to anyone who has had their pet poisoned or die suspiciously during the same timeframe and areas," Mr Singh said.
Chanel Holly and her family moved to Alma Rd in Gonville at the end of last year, bringing two adult female cats and one male kitten with them.
One cat went missing about a couple of months after they moved and has never been seen again.
"I thought to myself, 'oh well, cats wander, she'll come back' but she hasn't," Mrs Holly said.
Three months ago a neighbour found her kitten dead, presumed to have been hit by a car.
"Then a month ago the second cat also vanished without a trace.
"That was when I started wondering what was going on.
"To have two cats go missing and another killed within nine months seems suspicious to me."
Mrs Holly said it was particularly hard for her children, who were very upset by the loss of their three cats.
She said she had friends living in the same area who had also had cats go missing.
