The Whanganui District Council's Long Term Plan 2018-2028, which signals an average 4.5 per cent rates rise this year, is open for public submissions.
Mayor Hamish McDouall said the plan signalled that the district needs to be ready for growth.
"And our long term plan looks at how we will be prepared to accommodate new businesses and enough homes for our residents," Mr McDouall said.
"If you have views on rates, Whanganui's port, climate change or recycling or you want to make suggestions about council amenities or services, it's really important you get involved with this consultation."
A consultation document that outlines key issues for inclusion in the long term plan is available on the council's website www.whanganui.govt.nz. Copies are available from the council building in Guyton St and at the Davis Central City, Gonville Café and mobile libraries.
The council is also consulting on its draft rates remission and postponement policies, draft revenue and financing policy and its proposed fees and charges for 2018/19.
Submissions close at 5pm on Thursday, April 19, and hearings will be held on May 2-3.
Councillors will be available to discuss the issues at a "World Café" at Red Eye Café, 83A Guyton St, from 3pm to 4pm on Monday, March 26. A World Café involves structured discussions in small groups, with participants changing tables throughout the session.
The public can live chat with councillors and staff at a "Virtual Ward" via the Whanganui District Council Facebook page between 6pm and 7pm on Wednesday, April 4, and at a stand at the Whanganui River Traders Market on Saturday, April 7.
