The Upper Hutt City Council is attracting heavy criticism after declaring itself a TPP-free zone.

The council passed the position in a narrow vote earlier this week, and councillor Hellen Swales admits she is not sure most people want it.

She says you could say they are listening to the minority, but you have to have faith in other councillors doing their own research.

She says it shows democracy is alive in Upper Hutt.

Mayor Wayne Guppy voted against the stance, saying it will change nothing.

He says the city is export friendly and will continue to develop exports, despite what some councillors think.

Hutt Valley Chamber of Commerce chief executive Mark Futter says it is a slap in the face for local businesses.

He says it is whimsical, and doesn't instil a lot of confidence in some members of the council.
