"The other neighbours tried to block her in at the driveway, but she side-stepped them. I told her to stop but she wouldn't."
Mr Reeve chased the woman down a nearby hill and tackled her at the bottom. "I tackled her and held her hands behind her back."
He then walked the woman back up the hill where they waited for police to arrive.
"They handcuffed her straight away and put her in the police car."
Other residents in 22nd Ave described seeing a blur of white flash past their windows before hearing a large bang.
A woman who lives three driveways down from where the white wagon crashed said she heard the car coming down the hill "then just white flash past".
"There was a huge bang and it looked like she hit the owner's boat and brought the carport down. I think she actually hit his car too."
The woman, who would not be named, said her son's friend was nearly hit in the incident.
He had been making his way to her house when the car careered into the carport.
"He jumped out of the way. He didn't get hit but he's in a lot of shock. She's lucky she didn't hit him. I don't think any of us neighbours would have shown her much mercy. We have a lot of kids in the cul-de-sac and they all play outside a lot."
Neighbour Aaqib Mohammad, 19, had lived at the address for 12 years and said it was usually a quiet cul-de-sac. "Nothing like this has ever happened before," he said.
Another neighbour, who did not wish to be named, was baking cupcakes with her daughter when she saw the carport come crashing down.
"I saw the boat moving and then I saw the carport fall down."
Western Bay of Plenty head of road policing Senior Sergeant Ian Campion confirmed police had been pursuing a car from State Highway 29 and onto Cameron Rd.
Mr Campion said officers lost sight of the car on Cameron Rd but police were called to reports of a crash in 22nd Ave shortly later.
"It appears a car has collided with a garage and vehicle on a private property," he said.
Mr Campion said there did not appear to be any injuries.
A 31-year-old female has been arrested on charges of reckless driving and failing to stop and is due to appear in the Tauranga District Court today.
