The quartet clocked an impressive 52m 46s for the official 40km journey to take the title from the Manawatu team, who covered the distance in 53m 33s.
Francis, who was leaving on Monday for Belgium, where he has gained a place on a semi-professional squad, provided a lot of the horsepower with Cheatley also particularly prominent.
In third place at 53m 45s, the Stratford team were close behind Manawatu while fourth was Wanganui's No2 team of Richard Stanton, Shaun Tucker, Steve Cowan and impressive veteran Alan Luff. They also went under the hour mark, stopping the clock at 58m33s.
The strong local team comprising Victoria Cate, Laurika Hazlehurst, Cassie Cameron and Cherie Prince cleaned up the senior women's event clocking 35m 37s for the 20km trip.
Manawatu were again beaten into second place with Wanganui's No2 team of Jane, Karen Winchcombe and Julie Weir taking third.
Therefore, Wanganui also won the points trophy awarded for the club achieving the most success on the day.
