New Zealand prostitution laws are now some of the most liberal in the world.
Whanganui-born owner, who wants to be known simply as Jess, said he discovered a niche opening in the River City after returning from a four year stint as a tradesman in Christchurch following the earthquakes.
"I'd always wanted to establish a safe, upmarket establishment - safe for both the girls and patrons," he said.
"I've had to go through a lot of legal hoops to become a fully licensed operator. We are drug-free and are Whanganui District Council and OSH compliant. We are also affiliated to the NZPC (Prostitute's Collective) and they have been very supportive through the entire process."
Jess said feedback since officially opening last Friday (June 14) had been good.
"We are still working through our operating times and demand will ultimately dictate that, but the feedback has been great so far. Future plans may include hosting small, intimate stag nights or hen's nights for the ladies.'
Safety of both staff and patrons is paramount and Jess said "discretion is our philosophy."
"We are constantly on the look out for staff to hire and are prepared to support our staff in many ways, including helping them to become massage certified. We have an association with Stronghold Security to ensure our place is a happy environment."
