Why so timid?

I refer to the front page article 'We need help out here' (January 15). I cannot understand why the police are so timid.

Even without a by-law for the 30km/h limit, if the road rules apply to the beach then the police should be able to deal with dangerous driving. They would certainly not accept anyone hooning down the main street of Kaitaia or towing a surfboard behind a car in town, so why is this sort of behaviour tolerated on the beach?
