Police and Search and Rescue (SAR) personnel yesterday searched the near-by Gray's Bush area for him without success and the search was scaled up this morning.
A SAR spokesman said they would search around the fringes of the R&V festival site and planned to cover a wide area.
“We have about 40 people involved in the search, including police staff, SAR volunteers, Fletcher's family, friends and others,” he said.
“We will also be using two drones to help with it.
“Fire and Emergency New Zealand has supplied one of the drones, along with some personnel.”
When last seen, Fletcher was wearing a black Champion-branded hooded sweatshirt, grey track pants and white Nike Air Force 1 shoes.
He had a black iPhone 10 cellphone with him.
Rhythm and Vines organisers have been working closely with authorities in efforts to find him.
Police have asked property owners around the wider rural area around Waiohika Estate to check their outbuildings and generally have a good look around their own properties.
“We don't know how far Fletcher may have walked from the venue and it would be appreciated if rural property owners in that area could assist.”
A missing person message with a large photograph of Fletcher has been displayed on screens around the festival site since yesterday.
Police, friends and Fletcher's family have concerns for his safety and ask anyone with information about his whereabouts to contact the police.
Anyone who has seen the missing teenager or has any information which can help can contact Gisborne police directly or call the 105 non-emergency number.
