A stock control bylaw covering stock on roads is now ready to be adopted by Gisborne District Council two years after it was originally drafted.
The bylaw was actually adopted by the council in August 2017 but the council was then informed by the NZ Transport Agency it did not
have the authority to make bylaws covering state highways.
In March this year the NZ Transport Agency Board approved delegation of the authority to the council. Staff then prepared a draft stock control bylaw which was presented to the environmental planning and regulations committee yesterday.
The committee is now recommending that the council adopt the bylaw, which will cover droving of stock on roads, grazing of stock within the road reserve and fencing of land adjacent to roads.
Committee chairwoman Pat Seymour said the new bylaw was virtually the same as the one prepared in 2017. Because there had been extensive consultation and hearings over the original bylaw, the council did not need to hold public consultation now and the bylaw could be adopted, she said.
