“. . . the 2018/2028 long-term plan proposes a limit of overall rate increases of 5 percent for the 10 years” — does that mean a maximum of 5 percent total increase over the 10 years between 2018 compared to
2028 (and is it inflation-adjusted dollars?), or no more than 5 percent per year every year for 10 years, so no more than 50 percent increase in 10 years?

Footnote from Ed: It is per year and, if the rate hikes are close to 5 percent each year, will compound to more than a 50 percent increase over the next 10 years.
