"It allows for animal assessment or microchipping in a closed space away from visitors with outside access if further behavioural assessment is required," the report said.
"There is also an area where officers can meet with owners or potential owners that is semi private."
The pound will also included sheds for storage, food preparation and euthanising.
The kennel area will be built on a concrete foundation with drainage for each of the 48 kennels made out of concrete and composite panelling with wire mesh doors and tops.
There will be space to as 12 kennels if required in the future.
The facility includes public and staff parking.
Last week councillors voted to put a further $550,000 into council's 10-year plan which goes out for public consultation this year.
That will add to the $450,000 already set aside for the project.
