Other areas identified at the meeting were recreational facilities, enforcement (dog control, policing) roading, community wellbeing, beautification, public events, environmental improvements, and marketing of the area.
Improving the aesthetics of the wharf area and boat ramp facilities also has the potential to build on something which already brings people to the area.
Mr Waugh said while there had been many groups and projects aimed at improving the suburb in the past, this project aimed to bring the many fragments together.
"There were lots of passionate people who really wanted to do things for the suburb but they were all at different angles.
"What we are all passionate about is doing the best thing for our suburb - how about we do something to get the overall vision for Castlecliff."
The meeting gave people the opportunity to rank the nine key areas in terms priority and suggest projects within each.
A follow-up meeting in December would address practical ways to complement the ideas.
"It needs to be the people of Castlecliff deciding what's important to us and prioritising what we can do," Mr Waugh said.
"This suburb is amazing but I think it could be much great than it is."
Council staff, who had been working with the group, were there to talk about projects already under way which would tie in with the rejuvenation of the 4500-people suburb, such as bringing the Mountain to Sea cycleway all the way to the beach.
Meanwhile, there are plans for a cafe and information centre in the heart of Castlecliff.
Mr Waugh said there was money either already being spent or available. "This isn't pie in the sky stuff anymore."
