Before that, the mayor, in a prepared speech, said Mr Bishop had made public comments to damage and usurp him and he didn't trust Mr Bishop as deputy mayor.
After the meeting, council's acting chief executive Monique Davidson said Mr Bishop was elected deputy mayor last year and remains in that position "unless an alternative vote by full council is made".
Meanwhile, two councillors, Neville Gimblett and Ross Brannigan, initiated the start of a code of conduct procedure against fellow councillor Mr Campbell for, among other things, "blatant lies" about the council building in a Facebook video.
Mr Campbell told the council meeting he had shown the video to the mayor before publishing it and the mayor believed it was okay to go online.
Mr Feyen said it was appalling what appeared on the council's website and Facebook page, but gave no details.
A member of the public, Carolyn Leslie, asked why the councillors couldn't behave like adults and sort things out between themselves instead of going to a code of conduct procedure.
A petition initiated by Foxton resident Lindsay Sanson calling for Mr Feyen to resign was withdrawn from the meeting agenda after the mayor and Mrs Davidson deemed it "potentially offensive".
The action on the night wasn't confined only to council staff and councillors.
Former chair of the Horowhenua District Ratepayers and Residents Association Christine Toms, who informally assists Mr Feyen in a communications role, handed out written notes from the mayor to ensure media didn't miss anything he said.
Former councillor Nathan Murray, sitting in the public gallery, got into a shouting match with another member of the public and both men were ordered by the mayor to be quiet or face being thrown out.
Another comment on the evening from public speaker Ethel Trenor, referring to councillors discussing their being late or not to Anzac Day services, asked that they stop thinking about themselves.
"Get a bit wider, the big picture. ... Please don't be consumed with yourselves. You're not that important," she said.
