A man understood to be a Napier beggar was arrested for breaching the peace yesterday.
A police spokesperson said three police units were called to an incident on the corner of Hastings and Emerson St at 11.05am.
One male was arrested for breaching the peace, however no charges were laid, and another was taken home by the authorities, they said.
One onlooker said the pair were known beggars who frequented the streets of Napier.
They had been standing over people using a nearby ATM to get cash out before police arrived, they said.
