A bid to build four apartments beside the Takapuna Beach reserve has been turned down by the North Shore City Council.
Three planning commissioners said the proposal for 33 The Strand was contrary to some of the objectives and policies of the District Plan.
However, they thought the design for the five-level building was excellent, said commissioner and deputy mayor Dianne Hale.
The commission believed the building's height and position - bounded on three sides by the reserve - would make a bigger impact on public views than if it had been part of the business centre across The Strand.
The site is the former offices of the legal firm Simpson Western.
Gary Simpson and Chris Western had hoped to make two apartments their family homes.
Mr Western said yesterday that the decision would be appealed.
