An organisation controlled by the Auckland Council is threatening to turn people's water pressure down if they don't pay their bills.
Watercare has decided to impose the water restrictions from the July 1.
Auckland Council member Cathy Casey says councillors are shocked by the move.
She says it's a Draconian measure that belongs to the past.
She says water restrictions could be disastrous in the event of a fire and adds water is a basic human right.
