The company also supplies hangi trays, freezer bags and plastic plateware, after Noel discovered a gap in the market when entertaining guests and his wife had said no to washing dishes after a barbecue.
"We are big importers and we've great staff and good people behind us," he said.
"We believe we should support Tararua, but our business won't work unless people get behind us, too."
Noel told Chamber members if they weren't buying their toilet paper from him, he wanted to know why.
"We are the cheapest supplier around," he said.
Dannevirke businessman Suresh Patel dealt with Noel before he moved from Palmerston North.
"I've seen him grow from a small company to where he is now, some 17 years and he's always been passionate about his business," Suresh said.
"Noel and Robyn have put a lot of work into this business and it's amazing how quickly the stock turns over."
An asset for the company is the German rotational guillotine, which is the only one in the lower North Island. The machine cuts paper down to wrapper size.
"Two tonnes a month of cut paper goes into Hawke's Bay alone for fish and chip shops," Noel said.
Sue Berry, chairwoman of the Dannevirke Chamber of Commerce said the scope of the business was "unbelievable."
"Noel's passion is amazing and one of the great things has been to learn about what's here because most of us had no idea of the size and diversity," Sue said.
"In a small town like Dannevirke we benefit from a growing economy when businesses like this set up here."
Businessman Grant Hurrell agreed APB Packaging was good for our town. "It's incredible."
Hamish Illsley of the Chamber of Commerce said the business was something new for Dannevirke.
"Noel is very enthusiastic and lives and breathes this business," he said.
As well as the Butterfields, the business employs Rodney, the main salesman for Hawke's Bay, New Plymouth and Wellington and Mark who runs the paper machine.
