Police were called to Mansfield Street shortly after 9am after the discovery was made by the occupants of the house.
The deceased is yet to be identified but police believe him to be a man in his late teens from the Western Bay of Plenty.
A post mortem will be carried out tomorrow morning to establish cause of death.
The scene remains cordoned off to allow for a scene examination and a team of approximately 30 officers are currently working on the investigation.
Police have established that there was a party at a neighbouring address last night and it is believed the deceased had been at that party.
Police received no calls to the party address or reports of any trouble at that location.
Officers, did however attend a report of a stabbing some distance away near the intersection of Welcome Bay Road and Ohauiti Road, opposite the Palmers Garden Centre at 12.30am.
Enquiries suggest that the deceased was not at this location or involved in this incident but police are looking at possible links between the two events.
One man received hand and facial injuries during this second event; he was treated at hospital and discharged.
Police want to hear from anyone who saw or heard anything suspicious at either location; particularly any vehicles.
The focus over the next couple of days will be to speak to all partygoers, identify any other witnesses from the area and complete the scene examination.

Mansfield St, in the suburb of Hairini, south of Tauranga, is cordoned off as detectives continue their inquiries into the man's death.
A woman living on the street said only residents were allowed in and out of the street and not in their cars.
She said a neighbour found the body this morning on a shared driveway to four homes on the quiet cul de sac but no-one knows who the man is.
She believes the man may have stumbled on to the driveway from somewhere nearby and there were cones scattered around Mansfield St suggesting areas requiring further investigation by police.
"The whole street is marked, there are cones all over the show," she said.
"He has wandered from somewhere, injured, that's what I'm guessing and what it looks like to me."
The woman couldn't recall any parties being held last night on the small cul-de-sac, which she described as "'quiet and nice".
But she said there were often parties on nearby Harrisfield.
"It's quite an eerie feeling actually. Generally, we have kids out playing on their bikes and we haven't got that today."
1.41pm Police have launched a homicide investigation after a body was found in a Tauranga driveway this morning.
Shortly after 9am this morning police in Tauranga were called to an address in the Ohauiti area of Tauranga.
The body of a man has been found on the driveway of a property and the death is being treated as suspicious.
The area is cordoned off and a scene examination is being conducted.
No further details are available at this time.

11.19am: An Ohauiti street is cordoned off this morning as police respond to the discovery of a man's body in a driveway.
Police were called to the address in Mansfield St at 9.15am and are still there along with a fire truck and detectives.
Senior Sergeant Eddie Lyttle told the Bay of Plenty Times there had been a party at a property in the street last night.
A reporter at the scene said a young man was standing by the cordon upset and concerned it could be someone he knew.
