The rest of those arrested are expected to appear in a Tauranga court over the coming days.
Detective Senior Sergeant Greg Turner, head of the Tauranga CIB, said the arrests were the result of an undercover police operation called Operation Mantis, which began more than a month ago.
The 20 people arrested have been charged with serious offences relating to the dealing, supply and possession of methamphetamine and cannabis. The arrests were aimed at addressing community concerns around drugs and property crime, he said.
Mr Turner said police found 60g of methamphetamine, 25 ounces of cannabis and $5000 in cash.
Numerous items of stolen property were also recovered.
Methamphetamine is worth between $800-$1000 a gram - which meant the seized amount of P had an estimated street value of up to $60,000, a police source said.
If the cannabis had been sold in the common tinnie form at $20 a tinnie, the cannabis could have been worth about $7000 or even more.
One of the raids took place in Russell Place, where a resident told the Bay of Plenty Times she saw an undercover police vehicle arrive and park up about 3pm on Wednesday, before three police officers wearing blue gloves and a police photographer went into the rented house.
The woman said quite a few people lived at the house, including a number of children.
