Targeted funding to reduce burglaries and youth offending is part of $2 billion allocated to law enforcement over the next four years.
The Government will spend $32.9 million on a new initiative targeting burglars aged under 25.
"This group has a high risk of committing more crime long-term," Minister of Justice Amy Adams said.
There would also be support for burglary victims to install additional security, reducing their risk of being hit again.
A 10 per cent increase in police staff numbers would include 69 new frontline police officers for the Bay of Plenty, the region's MP Todd Muller said.
