In spite of at least seven workshops, one Wanganui district councillor believes there still hasn't been enough analysis of the upcoming 2015-25 10-year district plan.
Councillor Philippa Baker-Hogan told this week's council meeting she felt councillors had not spent enough time discussing or getting proper analysis of the draft plan.
"It's important that we put our hands up if we're not happy with this [process]," Mrs Baker-Hogan said. She was the dissenting voice when council voted on the recommendation that a section of the draft plan - the revenue and finance policy - go out for public consultation.
Councillors meet again next Monday to sign off the draft.
They have met in workshops in October, November, twice in December, again in January and twice last month discussing the plan. "We've spent hours on this," commented deputy-mayor Hamish McDouall.
