A third motorcyclist had just pulled off towards Whakatane before the incident.
Mr McLeod said it appeared the motorcyclists were doing everything right in terms of following the road rules.
He said it was a reminder for drivers to always be "on their game" and vigilant, especially around intersections.
"Take nothing for granted when seeing other people approaching intersections."
Rotorua Fire Brigade senior station officer Richard Anastasi said one of the bikes was still alight when the fire service arrived.
It is understood one of the men involved in the collision was from Rotorua.
The crash caused traffic delays as northbound traffic was diverted along Rangiteaorere Rd.
