Rotorua's representatives on the Bay of Plenty Regional Council will be Lyall Thurston and Kevin Winters - with Arapeta Tahana currently leading the race for the Okurei Maori Constituency.
Progress results show Mr Thurston with 7556 votes, with former Rotorua mayor Mr Winters close behind on 7001.
Neil Oppatt received 5755 votes while Katie Paul had 4098.
Mr Tahana looks to have just edged out Gina Mohi - 1521 to 1468.
Mr Winters said he was delighted to have been elected to the regional council.
"I campaigned on lake water quality and when I was mayor I was hell bent on getting the lakes cleaned up and we have seen big gains since then.
"I'm very keen to get on with this work again and am looking forward to making even more progress."
