Christchurch police are concerned about the well being and whereabouts of a two-year-old girl.
Stella Henley is believed to be with her father William Henley and they are probably in Christchurch, Detective Ashley Millen of Papanui said.
Stella lived with her mother in Northland, in an interim joint custody arrangement, but she was not returned to her mother on June 10 as agreed, he said.
"It is now four weeks and police are concerned for her well being."
Mr Millen said he believed Mr Henley had limited resources.
"We know he's been in and around Christchurch with Stella but we don't know where they are now.
"We have concerns for Stella's wellbeing as the weather is very cold here, and Stella needs warm clothes and good food.
"Most of all she needs her mum and mum needs Stella."
Stella was two last week and has missed her birthday with family.
"We believe it is time for William to make contact with police, bring Stella in and sit down and talk," said Mr Millen.
He asked that anyone who knew where they may be to contact the police or Christchurch 03 363 7400.
