TVNZ should have run the voyeuristic television series Big Brother in a later time slot, the broadcasting watchdog says.
The Broadcasting Standards Authority (BSA) recommended TVNZ apologise to a viewer who saw the risque Australian-made programme on TV at 6.30 pm.
It upheld Beverley Browne's claim TVNZ had breached broadcasting standards by airing a programme with adult themes at a time when children were likely to be watching.
In the reality-TV series, 12 young men and women were locked in a house and filmed around the clock.
Contestants and viewers voted each week to eliminate one person from the house. The surviving housemate collected $A250,000 ($NZ316,000) in prize money.
Mrs Browne said the programme was unsuitable for children, as it contained nudity and immoral themes.
But TVNZ said though some participants were shown "not fully dressed, or with body parts concealed by electronic masking", there was no nudity on the 6.30 pm show.
An x-rated version screened in a later slot.
