Convicted murderer Paul Bailey has been refused parole.
Bailey, convicted of the brutal rape and execution-style murder of 15-year-old Otago schoolgirl Kylie Smith in 1991, became eligible for parole after serving 10 years of his life sentence.
The Parole Board considered Bailey's application for parole at a hearing in Christchurch on December 7.
Releasing its decision today, the board said it had directed that Bailey should not be released and would consider his case again in 12 months.
In determining whether to grant discretionary release on parole, the board was required under the Criminal Justice Act 1985 to consider the safety of the public, the likelihood of the offender committing further offences, the offender's welfare and change in his attitude during the sentence, the nature of the offence and submissions from victims.
Few inmates were granted release on parole after their first appearance, the board said in a statement today.
"Offenders such as Paul Bailey, serving life imprisonment, may be declined parole at each opportunity for the rest of their natural lives if appropriate," the Parole Board said.
