The 67-year-old's decision yesterday not to stand in the election came as no surprise.
Mr Quigley was a National MP from 1975 to 1984.
In 1994, with Sir Roger Douglas, he co-founded the Association of Consumers and Taxpayers, which subsequently transformed itselfinto a political party.
Mr Quigley, who re-entered Parliament in 1996, said he had set himself a number of objectives for the present term and believed that he had achieved most of them.
His latest was the completion of a major defence policy inquiry by Parliament's foreign affairs, defence and trade committee, which he chaired.
He was proud of his role in opening up debate on treaty settlements through a private member's bill, which sought to put a deadline on claims and settlements.
