A Napier City Council hearings committee has reserved a decision on conditions of a special licence to control sales and consumption of liquor at the Mission Concert.
The matter was brought before a committee chaired by Cr Rob Lutter yesterday, with concerns from police and a district licensing inspector overlack of clarity of steps to prevent on-site sales to people aged under 18 years and over proposals to have sales booths in "holding" areas where people queue before entering the concert venue.
The decision is expected before Christmas, setting the rules for the 21st anniversary concert on February 23, with more than 20,000 people expected to see Bee Gees legend Barry Gibb and support act, American songstress Carole King.
