Hawke's Bay Regional Council confirmed its annual plan at Wednesday's meeting with an estimated deficit of $309,000.
The deficit would be funded by money from last year that was carried forward, costs cut from other areas and about $25,000 from the sale of the land-investment account. There will be no increase to the general rate.
