There is still no decision on whether the Te Puna roundabout upgrade will be halted for winter.
It has been almost a year since work to replace the T-intersection at State Highway 2 and Minden Rd with a safer two-lane roundabout began last June.
Bostock Butchery owner Garth Butcher, who blames a business downturn on disruption from the roadworks, said contractors just needed to "pull their finger out" and get it finished.
"It's a bloody nightmare."
The New Zealand Transport Agency said almost three weeks ago it was considering waiting to seal the road until after winter.
Highways manager Niclas Johansson said the agency expected to release a decision next week.
"We are currently having the work reviewed from a technical perspective."
"We understand the frustration the work is causing and the impact it's having on the community but it's important that we take the time to get this decision right."
There were extra costs associating with working over winter, and a risk the road would need to be resealed, Mr Johansson said.
