The Wanganui District Council and local Maori have reached a settlement in the long-running dispute over Moutoa Gardens.
The gardens were the scene of a 79-day protest in 1995.
Discussions between the Pakaitore iwi and council remained deadlocked until the government stepped in to broker talks earlier this year.
Pakaitore spokesman Ken Mair says the two parties have agreed that the Gardens should be jointly managed.
He describes the agreement as a very positive step forward.
It will now be put to the public for submissions and a final agreement is expected later in February.
