Stunned New Yorkers confronted shocking scenes after super-storm Sandy left millions without power, roads and subway stations flooded, and no relief in sight.

A 'major disaster' has been declared in New York state by Barack Obama.

Some estimates put the cost of cleaning up after Sandy at up to $20 billion, but first, the clean up has to begin.
