Significant changes in court procedures are being recommended by the Government.
The hearing of pre-trial depositions looks set to become a thing of the past; instead the prosecution will present written evidence to the court to mount a case against an accused.
Justice Minister Phil Goff says deposition hearings are expensive and are an inefficient means of providing facts for a case.
The law will also be clarified with a timetable for the disclosure of prosecution evidence against an accused before a trial.
The changes will be contained in criminal prosecutions legislation next year.
