New Zealand has signed an open skies agreement with Samoa which enables airlines from both countries to operate over any route with unlimited capacity.
Provisions for passenger fares and airline ownership are included and code sharing permitted, including aircraft from third countries.
There is a temporary limit on the number of airlines from each country that can start services.
