Opening hours at the Aquatic Centre and Rotorua District Library may be cut if a proposal in the Rotorua District Council's draft Annual Plan goes ahead.
The mobile library bus may also be scrapped and replaced with a van in a bid to save money.
The proposals are part of the council's 2014/2015 draft plan, which has just been released for consultation.
It outlines the budgets and priorities for the coming financial year.
Opening hours at the aquatic centre are up for reduction on weekends from the current 6am-9pm to 8am-6pm.
Likewise, library hours are set to be chopped with the 8pm closing brought forward to 6pm on Mondays, Tuesdays, Wednesdays and Fridays.
The current 8pm closing time would be kept for a special late night on Thursdays.
The mobile library bus could be replaced with a van because of the significant costs involved in keeping the mobile bus roadworthy, and its limited usage.
Chief executive Geoff Williams said the council was looking at making efficiency gains of about $4 million across the organisation, including the Aquatic Centre.
He said just how much would be saved from cutting the Aquatic Centre hours hadn't been detailed.
"The council is proposing to provide a mobile library service in the most effective manner in line with the organisational efficiency drive."
Creating a Kuirau Park and Aquatic Centre master plan has been allocated $320,000.
Mr Williams said Kuirau Park was an essential part of what made our destination unique given its cultural ties and geothermal features.

The council had been actively promoting the revitalisation of Kuirau Park for many years and a Master Plan Study was produced in 2011, he said.
The funding provided for master plan and investment plan developments and projects that strengthen the links between Kuirau Park and the inner city.
The proposals prompted mixed feedback on the Rotorua Daily Post Facebook page. One reader said it was sad to see cutbacks but "that's what happens" when you run up debt.
Others were more upset about the library bus with comments like "hope some pensioners have been consulted" and "What a waste to get rid of the library bus. Cut funding elsewhere! Don't pick on the library!"
