A truck had broken down on lane three just before the Patiki Rd off-ramp.
Across the causeway a crash had left a lane blocked just after the Great North Rd on-ramp, adding to motorists' woes.
NZTA said the crash and breakdown had since been moved but traffic was still crawling.
They advised motorists to expect slow traffic between Te Atatu and Great North Rd and consider taking an alternate route or public transport to avoid delays.
