The AA has called for wheel clamping to be banned.
It follows reports of intimidation by those trying to collect the $200 fee from motorists who've had their cars clamped.
AA spokesman Mark Stockdale said the punishment was disproportionate to the offence.
It was unfair for motorists and businesses.

Stockdale said customers were left with a negative perception of business, reporting they would not go back there again because of the way they'd been treated.
He added that clamping did not free up the carpark for business owners either.
