A proposal to form a united Hawke's Bay Council will be presented at a public meeting in Clive on January 31.
A Better Hawke's Bay will head the meeting and put forward its plan to reorganise the region's five councils into one organisation.
It could directly lodge its plan with the Local Government Commission but has decided to put it out to the public for feedback first.
The commission will evaluate A Better Hawke's Bay's plan, with feedback and alternative merger plans from any and all other parties in Hawke's Bay, then propose a final scheme.
The scheme would then take effect unless a majority of electors in the Bay voted against it. A Better Hawke's Bay is hoping to win voter approval by the end of this year.
The reorganised plan includes one mayor for the region, six councillors each for Napier and Hastings, two for Wairoa, two for CHB, plus five community boards in the region and a Maori Leaders Forum.
The meeting will be held at the Clive Hall, from 5.30pm-7pm, on Thursday, January 31.
