Taradale resident Frank Nicholls' request for the installation of a pedestrian crossing across Gloucester St near the Atawhai Lifestyle Care Village has been declined.
It was decided at Wednesday's Napier City Council meeting that the area did not see enough foot traffic to justify installing a crossing.
Mr Nicholls had previously presented the council with a petition signed by 176 residents asking for the pedestrian crossing, and both mayor Barbara Arnott and chief executive Neil Taylor had visited the site. Mrs Arnott had also met with Mr Nicholls to discuss his concerns.
A report by Napier City Council traffic engineer Henry Enslin said a crossing that was underused could be dangerous.
"Underutilised pedestrian crossings are dangerous as motorists become complacent when they do not have to stop at these facilities on a regular basis," the report said.
"Clearly the warrant for a formal crossing is not met at this point in time and it could only be reconsidered once the traffic volume or the number of pedestrians regularly crossing the road changes."
Mr Nicholls said he was annoyed at the decision as he had attracted a large amount of local support for a crossing.
"They haven't listened," he said.
