Justice Minister Phil Goff has turned down an invitation to attend next month's World Council of Whalers conference in Nelson.
Mr Goff says the conference is a front for commercial whaling, which he says he opposes.
Last week, Labour press secretary Glenn Inwood was refused permission to attend the conference.
The government claimed his attendance conflicted with the its anti-whaling stance.
