Sydney 2000 Olympics organisers are set to release 420,000 free passes to Games precincts for people without tickets or accreditation.
The system was implemented so organisers could keep track of crowd numbers for safety and security reasons.
The main concentration of Olympic stadiums is surrounded by a common security fence and only people who hold tickets or passes will be allowed to enter.
